What are my rights when looking after an elderly uncle?

what are the rights to get bathroom amenities updated for him? His daughter holds the accounts she is only here to give him spending money I see her for 5mins or less. Her and her brother never ask how their father is or if he or I need anything to help out, He my uncle does nothing no interest even around the home.. I work full time...
