Can anyone help me? Adult Foster Care withheld my entire payment of $1,500 to care for my mother with Alzheimer's.

I am a caregiver for my mother with Alzheimers. I am enrolled in the Massachusetts Adult Foster Care AFC program and only get paid $1,500/month to care for my mother 24/7. The terms of the contract require me to set up two visits each month, one with the visiting nurse and one with the social worker. Last month due to scheduling conflicts, I never scheduled the nurse visit. As a result, AFC withheld my ENTIRE check of $1,500! Has anyone had this situation or know if there is anything I can do to appeal? I dont know how they expect me to care for my mother with no money.

Call the Massachusetts Adult Foster Care company and ask them why they withheld your payment. Perhaps it was a simple mistake on their part.

Good for you that Massachusetts has an assistance program. The program is to assure the parent gets good care and if a family member is Available to do so, they will offer some financial assistance - it is not employment. It is likely funded thru taxes meaning other citizens / strangers are giving you this assistance. Therefore they have to have a paper trail before they spend other people's money. If there is a contract, and the requirements are clear... be sure to meet the requirements. Maybe schedule visits with enough time for rescheduling if something comes up. What are the terms in the contract if appointments are missed or not scheduled?
Is it spelled out in the contract that if you miss an appointment that for payment will be withheld?

Honestly with 31 days in the month and you need to schedule 2 visits it is difficult to imagine that you could not find 2 days.
Now if it was the nurse that had the conflict then I can see a reason. And I would document that it was the nurse that had a conflict.

If mom was ill, or had doctor appointments I can see that. If that is the case I would ask if the doctors appointment would be acceptable as a replacement for the nurse visit if you provide documentation that she was seen by a medical professional. (at least 2 times that month)

I would check with the social worker your ordinarily see in order to find out how to do the appeal. I am shocked they would withhold in this manner with one missed visit. I am sorry and wish you good luck.
