If her husband was a Veteran she might qualify for VA Aid and Attendance. If she does qualify that may provide more financial resources for either family caregivers or hired caregivers. OR If mom is a Veteran she may qualify for benefits. In either case check with the local Veterans Assistance Commission, the VA or a VFW.
You can contact a social worker for her county and ask about an Elder Waiver, which is aid/services for those aging in their home. My MIL had this (here in MN) and it helped her have light housecleaning, food prep, hygiene and I think rides to appointments. This was back in 2015, and she went on to qualify for Medicaid for LTC, so I'm pretty sure it is income-dependent.

Or if your mother is on Medicaid, they sometimes(depends on the state)will pay for a few hours a week of caregiving.
