Best friend won’t get help for her dying mom. Thinks it’s all her responsibility. I’ve given her help numbers, but she won’t call. Advice?

Does your friend realize that Hospice will make her Moms final days more comfortable? Some people feel they are the only ones who can do the caring. They don't want to bring strangers into their home. But ur friend maybe allowing her Mom to suffer and there are ways to ease that suffering.

Not sure I would call APS, may mean losing a friend. But if her Mom is suffering in pain, then I may do it.

Elder abuse isn't always malicious, if the lack of extra care is resulting in neglect and suffering for the mother than that IMO is abuse and warrants an investigation by APS.

Call the Area Agency on Aging to see what suggestions they may have. Sounds as if friend's mom should be on hospice. That is paid by Medicare and is a service that will help them both.

How does she know she's dying? Has she contacted anyone for hospice care?.
