If a person applies for VA benefits, has an honorable discharge, lives at home and receives over 1100 dollars from SSI are they qualified?

Are they qualified for VA benefits or will the VA just supplement his income?

You have nothing on your profile. A lot has to do with the age of the Vet. If he was in the service during Wartime, years served. Get what info together you can then call your local VA office.

SSI or SS? Two different things. Really, this is something you need to talk to a VA representative. Your County should have a local office. There are certain documents needed to even start an application.
