Can a spouse receive help from social security so he can afford to stay home to take care of her?

My sister-in-law has had a sever stroke and has been in a day care home over a year, she cannot take care of herself at all. She is totally an invalid in a wheel chair. Does the health care system require two people to be at home with her so she can home home from the nursing home?
