Where to find a rep payee program?

LetsCareForMom, First in order to be rep payee, she has to sign a form agreeing to you being rep payee. Even with that, you cannot block her from accessing the money nor can you put it in your name. The only thing that blocks her from money is a court order appointing a conservator.

I am looking at the Rep Payee program, I just discovered the secret of my mother's financial setbacks that has left her homeless at one point...my mother has been been gambling for many years and has been using her rent money to travel after supposed "winnings" leaving her at risk of losing her current senior affordable apartment...her only income is SSA retirement...if I become Rep Payee can she be BLOCKED from access to the bank account so her food shelter and personal expenses can be paid? If I am approved, will be set up a bank account as recommended, "My name Rep Payee for her name" - can she get to it if her name is on it? Do I need her approval to be Rep Payee?
