If an old man who is borderline Alzheimer/dementia is taking in a younger man with no relation and paying, abuse?

There is a 79 year old man here who is supporting my husband, my husband will not work and is an alcoholic, the old man doesn't remember buying him several packs of cigerettes a day or alcohol and remembers very little, now my husband has even got him drinking, what can I do about that? He even got him to get credit cards and a car for which he runs red lights in and don't know how to drive very well.

You're saying your husband is a deadbeat alcoholic who is allowing a 79 year old friend with dementia to support him?
It is certainly abuse, call APS to check on the old man, maybe when hubby ends up in jail he will get the help he needs to be clean and sober. (And where is the old man's family in all this??)
