Is it elder abuse when son calls yelling how crappy his life was blaming Mom for things happened to him?

My brother has power of attorney no can see or talk to my mom he spends her how.he wants to it messed up.very angery

Your brother is frustrated and overwhelmed with all his responsibility. Offer your support and listen to him rant, it's cheaper than a psychiatrist.
