Would a ALF move a resident to another facilities out of state. If it's their facility? We are not sure the best way to move her. She gets very agitated and it's a 5 hour drive. Any suggestions would be greatly appreciated.

They would not physically move her. They would assist with finding appropriate placement, maybe. You need to do the shopping and arrange the move. The facility where she is may not advise a move as move often cause severe declines. F she is doing well where she is, leave her there. If it isn't broken do not attempt to fix it.

If it is difficult to do the checking on her look into a geriatric care manager that is the boots on the ground and would check in on her as needed.
