We are considering moving brother in assisted living in PA to long term care in CA. Any suggestions for what steps to take first?

Covid is making this harder and I feel like I'm going in circles. He will likely quality for Medi-Cal in a few months when his own resources are exhausted.

California is expensive, dependent on area. For my brother, in Palm Springs area it was one half the cost of what it is in the Bay Area. You might want to look at facilities, just to get an idea.
The look back period for qualifying for medical is much less than the look back in most states. It is 2 1/2 years in California I believe, and 5 in most other places.
I would say the move itself can be very difficult. This is cross the entire united states. I don't know if he can fly accompanied or not?
