I moved my parents into assisted living my father has dementia and my mom is 86 years old. My sister moved them back home. Legal?

They have no assisted care. Is that legal? She says she will stop in and check on them the home is too much work for them. I live 3 1/2 hours away not sure what to do if anything she is manipulative and probably will want to move in she does not do well managing money. I take care of all my parents financials and am POA

Does your mother as well as your Dad suffer from Dementia?
Did your mother ask her to take them home?
You say she MAY move in with them. When will you know and will she be moving in as their caregiver?
Are you in communication with your Sister.
Did the Assisted Living Home not even call you to report this activity?
It is very difficult with the little you have given us to make head or tails of what is happening here. Next time they are moved you may need to sell the home if your POA is written strongly enough for you to accomplish this for your parents.
