Does anyone know about Health care bill 85? Is that federal or state? What State? I'm trying to find out wheelchair seatbelt laws.

I want to know the law in NJ for using wheelchair seatbelts. Not a "restraint" but a seatbelt to prevent my father from falling out of his chair and trying to get up. He is rehabbing from major surgery and has dementia and forgets that he can't stand on his own and keeps falling.

A quik look is that it has something to do with violence and health services.

When it comes to seatbelts on a wheelchair my daughter says the person has to be able to unclasp it to be considered not a restaint. They never used them in Moms LTC that was in NJ.

Mom had a chair where the seat reclined slightly backwards. This kept her from being able to get out. She also had an alarm.

Has his doctor written an order for a seatbelts or other restraint to be used?

That usually over-rides the "no restraint" policy.
