How to determine if one has a good caregiver?

24/7 care because of mild cognitive impairment. I am leaving in a few days & observing before I go. She is supposed to get 3 hour break during course of day. Dad is easy and sleeps thru night. She appears to be taking longer breaks & running a business on the phone. Is this normal? What should I say or do?

Talk about expectations (or better yet, put it in writing, review it with her, have her sign it). Have a discussion about what is and isn't acceptable, don't have her guess where the boundaries are. Commenters on this forum will give you good suggestions of what those boundaries should be.

My mom's caregiver is going to school online, but puts it down whenever needed.   Can you put camera in house that  you can monitor on a smart phone, I do that.
