You need to contact your County VA office. There are certain papers you need to start the process, they can tell u what u need to bring.
Aid and Attendance is only for those Vets that served during Wartime and I think over 65. So that would be WWII, Korea and Viet Nam at least. Spouses can be covered if they hit the criteria.
