Determining finances to pay for assisted living/nursing home. Any advice?

I am posting this on behalf of my father. I am looking for some legal/financial advice. It doesn't look like Medicaid is in option because my mother receives a pension and Social Security which is more than the Medicaid maximum income. However, that is not enough to pay for a assisted living/nursing home. So we are looking for advice on what our options are. We would be grateful for any insight.
