Can my dads' wife, POA, stop my brother or I from seeing our father with dementia in a nursing home?

Yes, she can. What is her reason? Maybe dad does not want to see you? If she is just doing this out of spite then you could try talking with the social worker at t he facility, or retain an elder law attorney.
