I am just looking for someone to clean for me in my small apartment at an elderly high rise in Williamsport, PA. Any suggestions?

If you have a “common room” in your building where other residents gather, ask around. I’m sure you’re not the only one who needs help. My mother found someone to run errands for her when I was busy by asking other residents in her Senior Apartment.

I would think your buildings office could help you with this. They may have names of people who do this kind of thing. Ask other tenants who they use.

Rather than looking for elder care services you can hire a maid/cleaning service with much less hassle and probably much less money too.
