What should a person do if they believe abuse and/or neglect happened to someone who has passed away?

It depends on quite a lot of things.

If
the abuse or neglect had significant effects on the person they happened to
or
it was carried out by someone who could conceivably be in a position ever to repeat the abuse or neglect
or
some systemic fault, such as a lack of reporting structures or monitoring or support, contributed to the abuse or neglect...


I suppose, trying to cut it short:

If there is any good to be gained directly or indirectly from reporting your concern, then report it. If there really isn't any conceivable benefit to anyone, and you're not even sure it happened as you fear it might have happened anyway, then shut up.

But do not mutter about it to other people, rouse their fears and suspicions, and do nothing constructive to resolve the issue.
