Have you spoken with the office at the VA that might handle this? Or a service officer at one of the Veteran Service Organizations? I have know a few old vets and never heard of any of them receiving 100% disability just because they had a birthday. There is a VA program for vets to receive a pension but I can't recall what or how it is administered. If I were you I would contact one of the vet service organizations for assistance. DAV is usually pretty good at this.
What sort of benefits is he receiving? VA benefits do not increase because of a birthday. Receiving a 60% VA benefit doesn't really say anything. Is it for a disability? If it is I do believe he must increase his disability rating.
