My sister created a revocable trust for my mother. Will trust prevent mother from qualifying for VA Aid & Attendance?

Sister is grantor/trustee. Please advise as my mother would like to apply for VA Aid and Attendance as soon as possible. She is 88 years old and needs help everyday. Thank you.
