Hi there, try the people at National Association of Veterans & Families. They will submit for you your claim and they have a 99% success rate. Here is their info:

Phone: 800-352-2919 Local: 904-394-3908 Fax: 855-217-6178 Website: navf.org

Good luck,, I am currently using them to help me too.

You don't say what she has in assets. VA may provide Aid & Attendance, but only if her assets are under VA limits and the need for care is substantiated by her MD.

Sure she can if she pays for it out of pocket. Is your question can she get caregiver assistance for free? Not sure if the VA pays for that but Medicare won't pay for private caregivers. They will pay for home health skilled care for a certain period of time usually consistent with her diagnosis and need, but not 24/7 care from an aide or CNA. You can call her insurance company's customer service and ask then as well.
