My husband served in the us navy 1959-1963 and honorably discharged. Any assistance available retroactively?

As he had NO benefits so we never contacted the VA again... Now I see caregivers, including relatives and spouses. are considered.

I took care of my husband from 1994 until he died in 2004. He had gangreen on his foot and almost lost hos foot. instead, the dr's cleaned everything out except the bones and pt a skin graft over the opening, He had enphasema and hypertension and diabetes. It was not long, he needed oxygen and then he started dialysis about 6 months before he died. He was in a wheelchair and other than doctors and dialysis he was housebound,

are any of these care givers assistance available retroactively??
