Need more information. Was your Uncle born deaf, blind, and with below average intelligence and set of life skills? Or has the deafness and blindness been part of his age decline? Or had he had a serious head trauma?
Has he been tested for below average intelligence or is it the fact that he can't see or hear that he never gained an education for what ever reason?
