Is it normal for an elderly person to feel paranoid toward just one person, but seem perfectly normal in all other aspects?

My mom hates her daughter-in-law. Long story short, DIL can be a mean and nasty person. My mother feels that DIL is showing up in the middle of night and wrecking her house and yard, and when she does visit inside the house, she feels she is doing things when no one is looking. Mom is perfectly normal in all other ways.
