My uncle receives my Dad's SS check and does not give him his money. Does he have any rights?

Only the named recipient to the social security has a right to the funds, unless they are approved as the Beneficiary Payee for the recipient. It has to be approved by the social security office.

Why is your uncle receiving your dad's social security check?

Call the Social Security Administration and have the check electronically deposited into your dad's bank account. You'll have to fill out some forms first.
