Where are you, versus your mom? do you live nearby, if so go to your county human services, you will need to help your mom apply for assistance. If you are far away, you'll need some local person that you trust, to help your mom, otherwise it's difficult to do all of that from afar (depdning on how able your mom is, to email, or snail mail things).
