Who can my Mom talk to about financial help for my Dad who has Parkinson's & Alzheimer's to be able to afford a NH for him?

My mom has already looked into Medicaid, but with my dad's retirement money they are saying that they make too much to qualify. They have no savings & my mom who has RA & Fibermyalgia can no longer care for my dad or afford a nursing home or in-home care for him. What else can she do?
