Can anyone be reimbursed after paying $10,000 for ac & heating system that never worked five years later?

Contractor called out twice after installation, charging the elderly man $100 per visit and told the ac worked. It has not worked two days since installation. The contractor came out twice and changing thermostat (1st visit) and air filter (2nd visit) by contractor who installed it. Still not working.
