Can anyone be reimbursed after paying $10,000 for ac & heating system that never worked five years later?

Contractor called out twice after installation, charging the elderly man $100 per visit and told the ac worked. It has not worked two days since installation. The contractor came out twice and changing thermostat (1st visit) and air filter (2nd visit) by contractor who installed it. Still not working.

Is it not cooling or not coming on?
If it isn't the electrician's fault, it could be owner not knowing how to operate.
Have you called another electrician ?

It sounds like you need to consult your state consumer affairs bureau or the better business bureau or a lawyer. After 5 years, I'd say the chances aren't great.
