Mom's with dementia is on Medicaid & in an ALF. She was denied her personal care services (not bad enough) can the ALF make her leave?

I was told by a supervisor of the nurse that assessed her that since she can still toilet, feed herself and dress herself (she cannot shower herself) that is why she was denied the 80 hours to have her personal care services paid for. I know I have the right to appeal this. I was told by the supervisor also that Mom should still be allowed to stay in the facility because medicaid will still pay her "rent & board" just not the $664.00 that the ALF is billing her for her personal care services. She now weighs 90 lbs because she does not want to eat and the aids have to bring her a sandwich. Can I be forced to remove her even if the state is paying her room and board? If I agree during the appeal to accept less hours who is responsible for the remainder of the $664.00 that is not paid for?
