When are you not able to put live flowers on the grave site?

I thought the problem is when the groundskeeper can't mow over the grass without having to pick up the vases that people leave. Most cemetery's that I've been to, have a hole that's flush with the grass for people to put flowers in. Why not ask someone at the cemetery you're talking about?
