If someone has durable POA, and then revokes it and gives it to someone else, how does the new POA get the healthcare and legal documents?

the new POA get the healthcare and legal documents from the original POA if she does not willingly hand them over? Does the new POA, which is notarized by a bank, automatically control?

the poa is controlled by the most current provable witnessed date. As for documents if the previous person does not want to play nice the majority can be given to you by the medical careteam.
