Is refusing appropriate care (hygiene, food preparation, dressing, bathing, daily routine) dementia?

My mother-in-law has mild to moderate dementia at this point. Her short term memory is non-existent, but she does still want to shower, dress, eat etc. So I don't know if that's 'normal' for her or 'abnormal' really. What I do know is, that when a person is depressed they might not want to do any of that, so he/she needs to be seen by their doctor to find out what's going on.
