What can my elderly sisters, who live together, do if one of them wants to enter assisted living and the other wants to stay in the house?

My two sisters live together. One is almost 77 the other almost 76. One is bedridden the other has had surgery and needs more. She want to go to an assisted living situation but the bed ridden sister refuses to leave. they own their home together. The bed ridden sister cannot afford to have 24 hour care and needs someone there at all times. What can my oldest sister do ?
