The best starting point is an outline of where you want to go with the paper, given the length requirement. Do you want to discuss a specific incident? or do you want to talk about the challenges in general? Without knowing you or what you want to say, it would be hard to choose a starting point. Jot down a flow of your ideas, then make an outline. Then write. Then edit and edit again.
