What are the procedures to get a POA in North Carolina?

Consult with an attorney. January of 2018 the NC Uniform Power of Attorney Act was adopted. So, documents after that date would need to comply. Old forms may not.

You can also download the appropriate documents for NC at Legalzoom.com or Rocketlawyer.com if you don't have anything complicated. But you still must get it notarized and possibly require 2 non-family witnesses at that signing. You will need a signed original for each person (the assigner and however many PoAs are designated). This is what I did for my MIL and it works if that's all you can do and afford.

I live in NC and when I needed a medical and durable POA for my husband, I just had our lawyer draw up both for us. That was back in 2017, and they cost $100 each. Because it was difficult for my husband back then to get out, the lawyer came to our house for us to sign them. Otherwise I'm sure you would have to go to the lawyers office to sign.
