Go on the internet and key in "Benefit Access" and also your state. The page will pop up and it will walk you through the application. You will need your gross income for 2015. Age 65 and over or disabled. Income for one person household is $27,610 and 2 person household it's $36,635. (here in Illinois) You may be required to upload proof of your income if it's above just SS. After verification, you will get a certificate via this web page. You take that cert. to the drivers license bureau and you will get a reduced rate. The cert. should be good for two years. Or you could contact your local SHIP (Senior Health Insurance Program) site or perhaps senior services or a senior center in your county. Good Luck
