I am assuming you don't live with them. Ages would help to understand the situation. Denentia involved? If so, these people should not be living on their own. Not caring for these animals is a sign that there is something wrong here.
Do not take these people into your home. If there is no one assigned as POA, allow APS and the State to take over their care.
I would bow away from this situation and call local APS to have them check on the cleanliness and hygiene as well as a mental wellness check. There is little you can do about the conditions people choose to live in if those people are competent in their own decisions. But you should keep yourself well away from an unhealthy situation. If there is reason to believe that these animals are neglected, and it certainly sounds as though they may be, I would report to Animal Care and Control in your area, or other responsible government resource.
Call your local council on aging for resources and options as well as phone contact numbers.
Time to call APS, unless they want to PAY YOU to pick it up and dispose.
Dog waste is considered a BIOHAZARD by the EPA. I've never understood why people allow their dogs to trash their homes. They obviously never potty trained them as puppies, and can't open a door to let them out in the backyard?
Especially since even if they weren't trained as puppies, they can be trained as adults. Most dogs don't want to use their own living and eating areas as toilet areas.
