I would start with the police in the town this person resides. Ask what the number is for the Adult Protection Agency in her County. Then call them and ask if they can investigate yiur claim.
Each State has an Elder Abuse phone number that you can call. You could also call the Senior Service Center in the Town or County that the person lived in. If you think the person is in immediate danger you can call the police department in the Town, City where they live or if they are in an Unincorporated area the call would probably be taken by the Sheriff of that County
Is this an elder who is in their home and receiving care from a family member or a paid aid? Or is this person living in a facility? Does the elder have cognitive or memory impairment at all? Is this person telling you about abuse? Or are you seeing physical signs? Or, is it financial abuse? More info would be helpful to give you the most appropriate guidance.
