If the independent living place requests that your 88 year old father moves out, basically kicking your father out within 30 days.

Check the contract you have.
It might be different if YOU chose to move him out VS THEY ask him to leave.
Are they asking him to leave INDEPENDENT LIVING because he needs more help and his care if past what is safe in Independent Living? Does he need Assisted Living or possibly even Memory Care?
If you find that you do have to pay for the full 30 days then take your time moving his items out. Have a few meals there since you are paying for them.

I am afraid that's usually the standard, but there should be a contract that was signed on admission to this facility that explained the rules. Most IL, MC, ALF have their own rules; they are often self-pay, for profit, corporate entities run by contract. The norm would be a full month is paid. In some excellent places, after you move out leaving a place in excellent condition, there is some amount sent, but that is usually in ALF, not in IL. IL usually is rented by the month, and with a full month deposit.
