IMO, the NH can demand a ramp if without one its an "unsafe" discharge.

The landlord. Call your Disabilities Dept and see if he is against the Didabilities act. I am sure a metal ramp will not damage the house. A wooden one may be put up without damage too, I think. Mom had one at the back door and did take it off when it was not needed anymore. It did no damage.

I don't believe a nursing home can make such a demand. I would invest an hours time with an elder law attorney. With a caregiver in place who is POA or guardian or as a competent person anyone at all can leave a nursing home. They are not jails.

There are portable ones that fold up, might look into them.

The landlord has every right to not have a permanent one installed.

That's all I've got!
