Call your County Social Service office and see if you can make an appt with a caseworker. Ask what info you need to bring along. If sister has no assets, she is spent down to the asset cap allowed, and monthly income is not over the income cap allowed, the application should be pretty easy. The caseworker for my Mom did it all for me. I just had to supply info needed.
