IRA withdrawal tax and penalty questions; where could I turn for competent advice?

Mom has a small amount in an IRA. Because of a quarterly $2,000 loss, I feel an urgency to withdraw what is left and add to her bank account. I'm told by Met Life that it is fully taxable. Anyone know where I could turn to for competent advice?
