Will family financial assistance with mom's Assisted Living bills cause a penalty or problem when mom applies for Medicaid in 2020 or 2021?

Mom's Assisted Living community is more expensive than mom can afford for long. If family adds cash to mom's bank account to help her pay these bills, will that be subject to penalty or problems when it comes time to apply for Medicaid?
Mom's bank accounts also have her daughter's name on it as a joint account. How can we safely proceed with this. Thank you for all advise.

Having someone on Moms account is no big deal as long as sister is not putting her own money in it.

I don't think depositing money in Moms account will effect the look Back period. Just explain that the money deposited is offsetting Moms care. Like 2500 deposited + Moms SS/pension is 2500 = 5k check written to the AL.
