What’s easiest way to obtain a picture ID for my elderly parent?

Just contact the DMV. They will send a field agent if your parent is home bound. The agent will take a picture and process an ID card application.

Took them to the DMV, they turned in their licenses.

What does this picture ID need to function as? Is it for flying. You can do passport work at the post office in California, and need only a picture taken at a Walgreens or other outlet, they are everywhere. You can do ID at the DMV and even can do it at any if it is for ID. To get the federal flying ID it is a total pain; look it up on your website. If this is a simple ID they often have a badge making at senior facilities, so check any in your local town. Sort of depends on what you need it for but in California I find passport is easier than DMV and the whole license thing. Just depends on where you live. Hope others have some better ideas for you.

I took Mother to DMV where she was able to obtain a state issued identification. Because her driving license was expired, we had to show proof of residence -- 2 utility bills, proof of identity -- birth certificate and social security card.

Contact your local BMV. There is a program where if your loved one is disabled and unable to leave the house, they will send someone out to take a photo and then send you the I. D.
