My BIL is doing so much better since they got a new care coordinator. Will his past still prevent him from being moved closer to home?

For so long, we have been trying to get my BIL moved to a AL closer to home. However, it has been impossible because it has been noted that he has had some behavior issues, therefore, all the nursing facilities have denied him.

The good news is, the facility got a new care coordinator and they state that he is doing so much better and he is not having any behavior problems.

Does this mean that now he may have a chance at being transferred to a facility closer to home?
