Does a spouse whose husband is on VA Aid and Attendance receive a stipend as of the Mission Act 2018?

From what I have read, the stipend is for caregivers. So if the spouse is a caregiver under the caregiver program, then yes they could get a stipend. But there doesn’t appear to be a stipend just for being a spouse.
