Where do I find information on rules, regulations and rights of seniors who live in Assisted Living?

There is probably a state agency, such as office of aging that oversees and provides regulations. Also, the ALs I have been to all have 800 numbers posted for an ombudsman. The contract papers signed upon admission may also have the 'bill of rights' as we see them called elsewhere.
