My husband is in early stage of dementia. He has no sex drive, but after 2 drinks flirts heavily and then doesn't remember. Is that normal?

Yes. depending on the part of the brain that is being damaged.

Lesions in the hypothalamus have been shown to be associated with hypersexual behavior.

Dopamine levels are severely diminished in cases of Lewy body dementia.

Lesions in the limbic system are often associated with compulsive behavior, including sexual actions. Overstimulation with dopamine replacement, and the hypersexuality caused by that, is believed to affect the same general area.

Also some medications can increase sex drive.

Donepezil is an anti-cholinesterase medication used to help stabilise cognitive decline and mood changes in mild to moderate dementia and can increase libido.
